Phase 1: Program planning

Program planning is an integral component of program evaluation. The purpose of Phase 1 is to develop a succinct health promotion program map in the form of a logic model that details the context of the program, expected outputs, and the intended impacts and outcomes.

Developing the logic model as part of this first phase includes three key steps:

1. Identifying the national, state and local context, where the proposed program demonstrates how it links with national, state and local priorities and targets.
2. Assessing population needs, evidence of what works and capacity to implement the program.
3. Defining the program goals, objectives and activities.
