Phase 2: Research and evaluation planning

Forward planning is essential to ensure timely collection of evaluation data before, during and after the program. This phase also involves assessment of readiness and capacity of personnel and organisations to carry out the research and evaluation.

The level and type of research and evaluation proposed will depend upon program complexity, duration and maturity, and this plan is critical preparation for the evaluation activities that occur simultaneously with key program activities.

The purpose of Phase 2 (Research and Evaluation Planning) is to develop a research and evaluation plan that supports the assessment of the program’s implementation and effectiveness in achieving the stated objectives in the specified target group.

Developing an evaluation plan includes two key steps:

1. Develop a research and evaluation proposal
2. Complete an evaluation plan
